Government Launches 40-Year Barotse Land Restoration Plan

Government has engaged partners in a 40-year initiative to restore 1.2 million hectares of land in Mongu, Limulunga, Senanga, and Kalabo Districts.
The project aims to unlock the region’s agricultural potential and position Zambia as a global leader in sustainable beef and milk production.
The initiative is anchored on a Memorandum of Understanding signed by the Ministry of Livestock and Fisheries, Ministry of Green Economy and Environment, Pro Green Earth, the Barotse Royal Establishment (BRE), and the Barotse Agricultural Development Company.
Livestock and Fisheries Minister Peter Kapala said the partnership builds on the launch of the Barotse Agricultural Development Company in November 2025, adding that his Ministry will be an active and rigorous partner to ensure success.
Meanwhile, Green Economy and Environment Permanent Secretary Douty Chibamba said the restoration of degraded grassland will transform rangeland into vast carbon sinks, stressing the need to explain to locals how the project will benefit them.
Barotse Royal Establishment Ngambela Mukela Manyando welcomed the agreement, noting that it aligns with the BRE’s commitment to serve the people of Western Province and will integrate traditional knowledge into project design and delivery.
Barotse Agricultural Development Company Representative Judge Munalula Lisimba commended the initiative, saying it prioritizes community benefit and will ensure investment reaches intended beneficiaries.
Pro Green Earth Chief Executive Officer Renier van Vuuren said the project will impact 400,000 local people in Western Province, with 50 percent of benefits directed to residents and 40 percent to Pro Green Earth.
