State House says President Hakainde Hichilema declined to assent to the Public Gathering Bill and has referred it back to Parliament.
State House Chief Communications Specialist, Clayson Hamasaka says President Hichilema cited inconsistencies between the current draft and well established judicial precedents.
Mr. Hamasaka says pursuant to Article 66 (i) (b) of the Constitution, the President sent back the Public gathering Bill to parliament on May 29, 2026 for reconsideration citing reservations for not assenting to the bill.
He told ZNBC News in a statement that in returning the bill, the President reaffirmed that legal reforms must strengthen the nation’s democracy and broaden the freedoms enjoyed by all Zambians.
Mr. Hamasaka said while recognizing the positive elements in the Bill, the Head of State underscored the need for the legislation to be fully aligned with the constitution, in particular with the fundamental rights and freedoms guaranteed under Part three on the Republican constitution.
He said the President has expressed confidence that Parliament will give the Bill the further consideration it requires so that, once enacted, it serves the interests of all citizens and reflects the highest standards of constitutional and democratic governance.
