
Closed-Circuit Television Public Protection Bill to Go Before Parliament

Cabinet has approved the Closed-Circuit Television Public Protection Bill, 2025 for introduction in Parliament.
The bill aims to regulate the use of CCTV and mobile CCTV systems, establish a National Public Security Command Centre, and ensure data protection in line with international best practices.
Chief Government Spokesperson CORNELIUS MWEETWA says the legislation will address growing concerns about privacy, surveillance, and national security, and is expected to enhance public safety while protecting citizens’ data.
Mr. MWEETWA explains that the approval of the bills was made during the 5th Cabinet Meeting of 2025 at State House on Monday, March 10.
He added that Cabinet also approved the National Road Fund -Amendment- Bill, 2025, which seeks to grant immunity to the National Road Fund Agency’s assets from court judgments.
Mr. MWEETWA explained that the change will ensure the Agency’s property remains protected and facilitate timely payment of judgment debts, safeguarding state resources.
He disclosed that Cabinet also approved the Building Societies -Amendment-Bill, 2025, which aligns the financial year of building societies with that of the government.
Mr. MWEETWA further disclosed that Cabinet approved the Animal Health -Amendment-Bill, the Border Management and Trade Facilitation Bill and the Non-Governmental Organisations Bill, all of 2025.
In a move to boost domestic air connectivity, Mr. MWEETWA added that Cabinet approved the issuance of a Statutory Instrument waiving landing, parking, and navigation charges for newly commissioned provincial and strategic airports for a period of 12 months.
He said Cabinet also approved amendments to the Road Traffic -Public Service Vehicles Amendment Regulations, 2025, which will prohibit the branding or advertising of online ride- hailing services on vehicles.
