
CSO back proposed constitutional amendments

A Consortium of Civil Society Organizations -CSOs- has backed proposed amendments to the constitution saying they will help strengthen Zambia’s democratic institutions and promote greater inclusivity.
Consortium Chairperson ISAAC MWANZA says CSOs support amendments related to constituency delimitation, electoral system reform, and enhancing representation of marginalized groups in parliament.
Speaking at a media briefing in Lusaka today, Mr. MWANZA explained that the constitution has provided a process for reforming or amending the Constitution which requires that a Bill be formulated, by the government or parliament and then published for a period of 30 days for the public to know what is being proposed and have a say.
He noted that that there is no provision in the Constitution or practice anywhere in the world which requires that when making some changes to the Constitution, the people are broadly consulted in the same manner they are consulted when making a new constitution.
Mr. MWANZA said there should be limited consultations especially that most of the provisions were submitted by the people or are as a result of notable challenges which have been in court.
He has however appealed to the Justice Minister to allow for at least 3 months consultations led by a committee of various stakeholders.
And GEARS Executive Director PATRICK KAUMBA clarified that that the consortium does NOT intend to attack anyone, but respects the views from other stakeholders.
