
ECZ Hands Over Electoral Reform Report to Government

The Electoral Commission of Zambia –ECZ- has officially handed over the Electoral Reform Technical Committee report to the Ministry of Justice.
Speaking during the handover ceremony in Lusaka today, ECZ Chairperson MWANGALA ZALOUMIS described the event as a defining moment in Zambia’s democratic journey.
Mrs. ZALOUMIS said the report represents the outcome of a wide-ranging, inclusive national consultation process aimed at reviewing and strengthening the country’s electoral laws and systems.
Among the key recommendations in the report are the increase in the number of constituencies to enhance representation, introduction of biometric voter registration, and clearer procedures for handling candidate resignations or disqualifications ahead of elections.
The Committee also proposed extending the nomination challenge period, reducing nomination fees, and introducing a 14-day pre-nomination verification period for candidates.
Mrs. ZALOUMIS commended the Committee for its impartiality and commitment, and expressed confidence that government will now take the necessary steps to review and implement the recommendations.
She added that electoral reform is an ongoing journey and reaffirmed the Commission’s commitment to working with all stakeholders to strengthen Zambia’s democratic processes.
And Justice Minister PRINCESS KASUNE who received the Report on behalf of government said the recommendations will be considered in the current constitution amendment process.
Ms. KASUNE said she is hopeful that once the process is done, it will meet the aspirations of all Zambians.
The Electoral Reform Technical Committee was established in July 2024 to identify legal, policy, and procedural gaps in the electoral process and propose necessary reforms.
The handover ceremony was attended by officials from the Ministry of Justice, Electoral Commission Commissioners and staff, civil society, faith-based organisations, and representatives from the international community.
