Ministry of Education Proposes Expansion of HELSB to Include TEVET Learners
The Ministry of Education has proposed that the Higher Education Loans and Scholarship Board (HELSB) expand its scope to include learners from Technical Education, Vocational, and Entrepreneurship Training (TEVET) institutions.
Ministry Permanent Secretary in charge of administration, Noriana Muneku, says the move aims to ensure that no vulnerable and deserving learner is left behind.
Ms. Muneku stated the need for HELSB to develop an initiative providing loan access to refugees through endorsement funds.
She said this during stakeholder consultations on the proposed amendments to the HELSB Act No. 31 of 2016 in Lusaka.
Lusaka Province Education Officer, Felix Ngoma, noted that the legal framework governing HELSB must adapt to emerging challenges and opportunities.
