National Assembly amends National Budget approval process

The National Assembly of Zambia has amended the National Budget approval process to enhance oversight of public finances.
National Assembly Senior Media Liaison Officer, NSHAMBA MUZUNGU says the change follows the approval of the National Assembly Standing Orders of 2024, which took effect on April 1st.
Mr. MUZUNGU explains that the new process will now involve sector budget analysis, where portfolio and general purposes committees will scrutinise budgets for various expenditure heads.
In an interview with ZNBC News, Mr. MUZUNGU said the estimates of expenditure will be referred to relevant parliamentary committees for detailed review, marking a shift from the previous system where the National Budget was only reviewed by the Budgeting Committee.
He says the revised approach will involve all committees in the budget approval process, providing more opportunities for stakeholders who engage with different committees to participate.
Mr. MUZUNGU notes that this will allow civil society organisations to contribute more effectively to the budget discussions, particularly in areas impacting their work.
He said the changes will take effect in the 4th session of the 13th National Assembly, which resumes tomorrow, Friday, September 13, 2024.
Mr. MUZUNGU said President HAKAINDE HICHILEMA will open the session and deliver a policy address for 2025.
Additionally, Finance and National Planning Minister, SITUMBEKO MUSOKOTWANE will present the 2025 National Budget on September 27, 2024.
