The Work-Based Learning Bill, which seeks to repeal and replace the Apprenticeship Act of 1965, has reached its final drafting stage.
The proposed legislation is designed to modernise Zambia’s demand-driven skills development framework.

Labour and Social Security Minister BRENDA TAMBATAMBA says the Bill will regulate all forms of work-based learning across the country.
Speaking while officiating at the 2026 Jobs Conference organised by the Visionary Students Initiative at the University of Zambia, Ms. TAMBATAMBA said once enacted, the law will help address structural gaps in Zambia’s labour market.

She said the Bill introduces mechanisms for evidence-based labour market planning to ensure training investments are aligned with sectors driving economic growth.
Ms. TAMBATAMBA added that the legislation provides for the assessment and certification of individuals with informally acquired or generationally transferred skills.
