Major General SINYINZA Calls for Dialogue on DRC, Sudan Conflicts

Zambia Army Deputy Commander and Chief of Staff, Major General LUSWEPO SINYINZA, says the country remains resolute in supporting regional mechanisms aimed at addressing instability in the Great Lakes Region.

Major General SINYINZA notes that the ongoing instability in the Democratic Republic of the Congo and Sudan requires sustained dialogue, unity and a coordinated regional response.

He has, however, commended recent progress made through regional efforts, including the signing of the Terms of Reference for the Ceasefire Oversight and Verification Mechanism between the Government of DRC and the M23 Movement in Doha last month.

Major General SINYINZA says such milestones demonstrate that engagements under the International Conference on the Great Lakes Region framework are yielding tangible results.

He was speaking during the official opening of the Third Ordinary Meeting of the Specialized Committee of Defence Experts in Lusaka today, under the International Conference on the Great Lakes Region- ICGLR.

And ICGLR Executive Secretary MUBITA LUWABELWA expressed concern over the escalating security and humanitarian situation in parts of the DRC.

Dr. LUWABELWA called on all parties to honour their ceasefire commitments and fully comply with the agreed Terms of Reference, stating that the credibility of regional mechanisms depends on adherence to signed agreements.

And Specialised Defence Expert Committee Chairperson Brigadier General EMMANUEL KAPUTA commended defence experts for their continued commitment to advancing the mandate entrusted to them during the last Meeting of Ministers of Defence held in Livingstone on January 10, 2026.
