Constitutional Court Dismisses Contempt Application on Bill 7

The Constitutional Court has dismissed an application seeking leave to commence contempt proceedings following the reintroduction of Constitutional Amendment Bill Number 7 of 2025 in the National Assembly.

Judge Judy Mulongoti ruled that the application was misconceived, noting that it was in an interlocutory form which should have been made in the main matter against Bill 7. She explained that since the case of Munir Zulu and Celestine Mukandila vs. The Attorney General has already been disposed of, the interlocutory application could not be entertained.

The ruling was delivered after hearing arguments from Lusaka lawyer Chandiwila Limbini of Makebi Zulu and Advocates, representing applicant Celestine Mukandila, the Tonse Alliance National Youth Chairperson.

Patriotic Front (PF) Matero Member of Parliament Mile Sampa, who was also present during the proceedings, represented himself.
